The “Apni Chhat Apna Ghar” Program was launched by the Chief Minister of Punjab. This program aims to provide 100,000 affordable houses or apartments to eligible residents in the province. It focuses on improving housing conditions for low-income people living in rented or informal accommodations.
How the Apni Chhat Apna Ghar Program Works
Execution Model 1: State Land Development
This model aims to build 10,000 housing units on state land through a land-sharing agreement with developers. Developers are responsible for infrastructure, housing construction, and providing essential utilities. PHATA will provide initial land use plans and ensure design standards are met. Developers will bear all costs, and the government will set the prices and payment plans for these housing units. PHATA will approve layout and infrastructure plans and develop trunk infrastructure for each site.
Execution Model 2: Affordable Private Housing Schemes
This model aims to create 20,000 low-cost houses within private housing schemes approved by PHATA. Developers must follow APHS Rules 2020 and use a one-window system for approvals. PHATA will set house prices and sizes. Allottees will make an initial down payment into an Escrow account. They will pay the rest in monthly installments over five years. PHATA will supervise construction and monitor costs.
Execution Model 3: Interest-Free Loans
This model provides interest-free loans for house construction. A revolving fund will be set up for this purpose. Applicants must be Punjab residents with plots up to 5 Marlas in urban or 10 Marlas in rural areas. The maximum loan amount is PKR 1.5 million, repayable over seven years with easy monthly installments. The government will cover operational costs.
